TOWeb version 13.05

This update brings many fixes regarding the new user interface of TOWeb 13, some of them sometimes blocking the creation of sites as well as the editing of topics but also corrects a malfunction on websites when sending emails via SMTP.

Update TOWeb now to take advantage of these improvements! We have updated the page outlining the new features you can enjoy by upgrading to TOWeb 13, especially if you're currently using version 12 or an earlier version (e.g., upgrading from version 7 to 13).
